About the Form
Applicants file an ECF FCC Form 471 (Description of Services Ordered and Certification Form) to request funding for Emergency Connectivity Fund Program eligible products and/or services purchased to meet the remote learning needs of students, school staff, and library patrons who would otherwise lack access to connected devices and broadband connections sufficient to engage in remote learning during the COVID-19 pandemic.
Applicants must provide detailed descriptions of services including costs and dates of service or equipment, service provider information, and certify compliance with program rules. Consortia applicants must also provide information about the recipients of services.
When to File the ECF FCC Form 471
The second application filing window closed on October 13, 2021. During this second filing window, eligible schools and libraries could apply for funding for purchases of eligible equipment and services made between July 1, 2021 and June 30, 2022. This window included eligible equipment ordered and received, and services delivered by June 30, 2022.
